Increase voter participation - strengthen democracy

Election Day Registration (EDR), sometimes called "same day registration," allows eligible voters to register and cast a ballot on Election Day.

The Election Day Voter Registration Commission's purpose is to study and report to the State Board of Elections and the General Assembly as to the possible implementation of election day voter registration and report it's findings expeditiously but no later than January 1, 2009 whereupon HB1753 legislation creating the commission is repealed.

The EDR Commission's Election Day Registration draft report for the State Legislature.


The EDR Commission met on November 12th and vote on the draft report of the Election Day Registration document presented to the State Legislature in December. The attached document outlined the Commission’s findings as well as a recommendation on whether or not EDR should be implemented in Illinois.

Note: Seven states have some form of Election Day Registration: Idaho, Maine, Minnesota, Montana, New Hampshire, Wisconsin and Wyoming. (Montana enacting the practice for the first time in 2006). (Connecticut also has EDR, but only for casting votes for the Presidency.) Two more states, Iowa and North Carolina, have passed similar legislation to allow for same-day voter registration and will begin being used in January of 2008 and October of 2007 respectively. Under the new system proposed in North Carolina, the same-day registration would occur three to nineteen days before the scheduled election. Reference for this data.
