Increase voter participation - strengthen democracy

I would like to quote Kevin J. Kennedy, Director and General Counsel of the Wisconsin Government Accountability Board on this issue:

"I have attached the Milwaukee Police report on problems at the polls in November 2004. The police report recommends elimination of EDR and requiring photo ID.

However, this report was not approved by the police chief. Some internal politics with that involving a new chief who never saw the report before it was released.

The root of Milwaukee's problems in 2004 was the poll workers' failure to reconcile the voter lists with the number of ballots tabulated at the polls on the optical scan equipment. Many of the issues identified in the report stem from the failure of poll workers to properly document activity at the polling place including the proper completion of Election Day registration forms and numerous data entry errors by the Milwaukee City Election Commission staff.

The Mayor established a special task force in 2005 to address these issues. The City has beefed up the Election Commission budget and the Commission has stepped up its training program to deal with the poll worker issues. Our staff has worked closely with Commission staff to improve data entry and administration procedures.

The Statewide Voter Registration System was implemented in Milwaukee in the fall of 2006 after the voter data in the old VR system was cleansed of double entries and incomplete information. Our Statewide Voter Registration System does not permit many of the data entry errors identified in the report. We have run two major elections in Milwaukee since that report without incident - November 2006 and February 2008, along with 8 other elections, February 2005, April 2005, February 2006, April 2006, September 2006, February 2007, April 2007 and April 2008.

I have also attached the response of the state's major newspaper to the report".
